View Instance In Install Base Html Service User Responsibility Results in 'You Do Not Have Access To Instance Search Page' (Doc ID 566306.1)

Symptoms

When attempting to query Install Base records the following message appears when selecting View and Transfer Customer Item Instances:

You do not have access to Instance Search Page, Please contact System Administrator.

 
The issue can be reproduced at will with the following steps:

1) Responsibility - Oracle Install Base HTML Service User
2) Navigate to View and transfer customer item instances
3) Get error message
