Can Not Search Knowledge Base From Service Request - Search Repositories Have Not Been Setup (Doc ID 566452.1)

-- Problem Statement:

When attempting to search in Knowledge Management from Service Request, the following error occurs:

The search repositories have not been set up. Please contact your system administrator

You are able to access Knowledge Management from a KM responsibility. However, you can’t access the Knowledge Management from within a Service Request.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Service
2. Navigation: Create Service Request form
3. Query an SR or create a new one
4. Select Workbench tab
5. Click on Search Knowledge button
6. Receive the reported error
