Workflow Background Process Has Significant Performance Issues (Doc ID 566577.1)

Symptoms

On 11.5.10 in Production:
Find that there is performance issue for Work flow Background Process in OE_INVOICE_WF.INVOICE_INTERFACE
and system appears to be doing full table scans on RA_CUSTOMER_TRX_LINES_ALL.
Recently upgraded from 11.5.9 to 11.5.10

EXPECTED BEHAVIOR
Expect the Work flow Background Process to complete in a minute. As of now it takes around 5 minutes to complete.

STEPS
The issue can be reproduced at will with the following steps:
1. Login as Order Management responsibility.
2. Run Workflow Background Process
