AGIS Transaction Cannot Upload with Recipient Distribution Account Via Web ADI (Doc ID 567541.1)

Symptoms

On 12.0.3 in Production:
When attempting to  Uploading the AGIS Transaction from WEB ADI
the following error occurs:

ERROR
You have entered an invalid Balancing Segment Value. The Balancing Segment Value <value> is not
assigned to <Legal Entity Name>. Select a Balancing Segment Value that is assigned to this
Legal Entity and click Apply. The following Balancing Segment Values are assigned to <Legal Entity Name>: XXX.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Create the Document
2.enter the AGIS Transaction
3.Click on Upload Button
4.Then system will give error message

The issue has the following business impact:
Due to this issue, users cannot Upload the AGIS Journals
