Symptoms
On 11.5.10 in Production:
There are 11 pending transactions in mtl_transactions_interface with the
following error:

STEPS
The issue can be reproduced at will with the following steps:
1. Import into tables mtl_transactions_interface and
MTL_TXN_COST_DET_INTERFACE
2. Launch Interface Managers -> Material transaction -> Tools -> Launch
Manager
3. Wait for the process to end.
4. Query the table mtl_transactions_interface and there are transactions with the error:
CSTPACIT.COST_DET_VALIDATE:An invalid cost change is associated with the item being
transacted.
