Symptoms

-- Problem Statement:
On 11.5.10.2:
When attempting to change the gender information from male to female on the Person form,
the following error occurs:

ERROR
ORA-04091: table HR.PER_ALL_PEOPLE_F is mutating, trigger/function may not see it
ORA-06512 at "APPS.SSP_SSP_PKG", line 1244
ORA-06512 at "APPS.SSP_SSP_PKG", line 1257
ORA-06512 at "APPS.SSP_SSP_PKG", line 1362

ORA-04088: error during execution of trigger 'APPS.SSP_PER_T1'

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1) Log in with UK HRMS Manager responsibility
2) Navigate to People > Enter and Maintain form
3) Change effective date to September 2004 (when applicant record was created)
4) Find the applicant record
5) Change gender value from male to female
6) Save & Error
