Customer Relationship for Ship To and Bill To Site are not showing in Sales order LOV (Doc ID 577734.1)

Symptoms

Find that customer relationship for Ship to/ Bill to site setup in AR is not showing in sales order address LOV

Expect Relationship setup to to show address in LOV of sales order

The issue can be reproduced at will with the following steps:
1. Setup Customer Relationship in AR customer form  for Customer A to associate Customer B ship to address

The issue has the following business impact:
Due to this issue, users cannot select address for customer B.
