Extra Person Information : "Information Type" Not Restricted to Information Types Security Setup (Doc ID 578067.1)

Symptoms

-- Problem Statement:
On 12.0.3 in Production: PERWSPEI 12.0.0
Find that when entering extra person information, ALL types can be selected

EXPECTED BEHAVIOR
Expect only those EITs restricted to the responsibility to be shown

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Fastpath > person extra information
2. query any person
3. select any EIT
4. see first segment is the type and this shows ALL EITs
