Notification For OSP Jobs Not Going To Shipping Manager

Symptoms
When a Job with OSP (outsids processing) operation is released and moved to Queue of OSP Operation, Notification is sent to Production Scheduler with message "No approved PO exists for assembly shipment" though approved PO already exists for that JOB.
EXPECTED BEHAVIOR: Expected not to send notification as the PO is approved already.
The issue can be reproduced at will with the following steps:
1. Discrete Job > Create New Job > Release > Requisition is Generated
2. Convert purchase requisition to PO > Send PO for approval > Get PO approved Move
Transaction > Move Job to OSP Operation
3. Notification is sent to Production Scheduler with message No approved PO exists for assembly xxxxxx shipment.
