Discrete Job Creation Fails with Error Due to NOT NULL Columns in the WIP_OPERATIONS table (Doc ID 578710.1)

Symptoms

On 12.0.X,
When saving a discrete job a message is displayed on the bottom of the form that says 'Scheduling job and creating material requirements' that never goes away and if you try to say it again you get the same message.

The only way to get out of the screen is to say No to saving and then the job does not get created.

The issue can be reproduced at will with the following steps:
1. Create a discrete Job
2. Try to save it
It is stuck stating 'Scheduling job and creating material requirements'
