WF_Engine_Util.Function_Call(FND_OAM_KBF_SUBS...) ORA-1403: no data found (Doc ID 579444.1)

Symptoms

Here is what is happening:
1. Logging is turned on and an exception occurs.
2. The logging code (fnd_log_repository package.post_exception) raises a business event.
3. The business event kicks off a workflow to notify the system administrator of the exception.
4. The workflow calls pl/sql package FND_OAM_KBF_SUBS,
     which gets information out of the logging tables to put in the workflow notification.
     Since the logging data in the logging tables is missing, FND_OAM_KBF_SUBS fails with
     an ora-1403 no_data_found exception.
