Symptoms

In 'Location Based Taxing' configured environment, Tax was not calculated for Saved PO. Tax setup has been completed and works fine with AP, AR, and OM, but not for Purchasing.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Created and approve PO
2. Select 'Tools > Manage Tax'
3. Tax window does open but with zero tax was populated

FND debug messages has following captured:

S: SEL hz_geo_name_ref: no_data_found: x_location_table_name=HR_LOCATIONS_ALL B: x_geography_id=, p_geography_type=COUNTRY, p_location_id=165, p_geography_type=COUNTRY
