Order Line is Not Picked When Inventory is Available

Oracle Shipping Delivery Based - Version: 12.0.3
On 12.0.3 in Production:
When pick release is run it completes with warning and the order is not picked.
The pick log file and shipping exceptions report shows a message like this:
Pick Release process could not allocate 20 of item xxxxxxx for order xxxxx as there was insufficient quantity available or Inventory allocations have failed, and the line has been back ordered.
Upon closer inspection the log file also shows the following:
Error in Apply - INVFND_API.G_MISS_CHARINV_NO_DEFAULT_LOCFND_API.G_MISS_CHAR
and pick release updating reservations created as suggestions failed
