Check Covered Level Overlap QA Check Gives Overlap Warning For Expired Lines (Doc ID 601394.1)

Symptoms

 Find that the QA Check is checking for Covered Level Overlaps on Expired lines and sublines from contracts that are Active.
 Expect that expired lines and sublines will not be checked by the Check Covered Level Overlap process since these overlaps are no longer relevant.

STteps to Reproduce:
1. Create two contracts (or the same contract with two lines/sublines) having the same product instance and the effectivity in the past (so the lines or the sublines are expired).
2. Run the QA check (this can be shown even after the contract is active).
3. The QA Check indicates a Covered Level Overlap for these lines which both were active in the past, but are now expired.
