Updating a Customer Gets 'No ZX_PARTY_TAX_PROFILE was found for id 13763, THIRD_PARTY (Doc ID 601633.1)

Symptoms

On Rel12 in Production:
When attempting to update or create any customer contacts, the following error occurs.

ERROR
"No ZX_PARTY_TAX_PROFILE was found for ID 13763, THIRD_PARTY"

Note: This only happen for migrated/imported customers

 
EXPECTED BEHAVIOR
Expect to be able to update the information to use in orders

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Receivables
2. Navigation: Customers > Standard
3. Query a Customer
4. Go to any customer site contacts.
5. Try to enter or update it and the error appears.
