Why does the Global Calendar LOV not Show all Periods on Current Reporting Set Up.

When trying to set the current reporting period cannot select the period
that is wanted for the Global Calender. The period does not appear in the drop down list.
The result of the query to determine the periods that will be available for global calendar does return all periods :
FROM gl_periods glp,
(SELECT pji_utils.get_period_set_name period_set_name,
FROM dual) glb
WHERE 1 = 1
AND glb.period_set_name = glp.period_set_name
AND glb.period_type = glp.period_type;
Why do not all periods show on the LOV ?
