EMP Record Missing from PER_PERSON_TYPE_USAGES_F table after Cancel Hire

Symptoms
When attempting to Cancel Hire
the following occurs.
EMP Record Missing from PER_PERSON_TYPE_USAGES_F table after Cancel Hire
EXPECTED BEHAVIOR
Expect that all previous reference to the person as a previously hired employee would be retained for an employee that was previously hired as an Employee and End Employment, then rehired as a Contingent Worker and then End Placement as a Contingent Worker, and then once again hired as an Employee, and then Cancel Hire was performed for the second hire. This Cancel Hire resulted in all Person Type Usage as an Employee to be removed at table level and any history in regards to the 'original employee hire' is now missing.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Datetracked to 23-OCT-1997 and created employee
2. Datetracked to 30-APR-2008 and terminated employee (End Employment) as Retired
actual_termination_date = 30-APR-2008
last_standard_process_date = 11-MAY-2008
final_process_date = 02-JUN-2008
person_type = Ex-employee
click Terminate
3. Datetracked to 01-MAY-2008 and hired as Contingent Worker
Action: Create Placement >

Error: This record started today: Update mode changed to <Correct >
Click <OK>
4. Datetracked to 01-JUN-2008 and End Placement
actual_termination_date = 01-JUN-2008
final_process_date = 01-JUN-2008
termination person type = Ex-contingent Worker
click Terminate
