(EMERGENCY) ajp12: can not connect to host and ajp12: connection fail in Apache JServ mod_jserv.log (Doc ID 603244.1)

Symptoms

During peak load on the Web Server (EMERGENCY) messages are recorded in mod_jserv.log file. When trying to Telnet to the JServ port, the telnet session is not responding and waiting indefinitely though the port was listening and can be checked using netstat command. There are no error reported by End Users and Web Server is also working fine.

Issue happens when there is heavy user load during peak hours.
