Missing Timecard Report is Listing People with Timecard Required field set to No (Doc ID 603486.1)

Symptoms

-- Problem Statement:
On 10.1.2.48.18 in Production:
Ran Missing Timecard Report. It listed individuals marked in their current assignment for in the statutory tab in the Timecard Required field =No.

EXPECTED BEHAVIOR
Expect the report not to pick up the Employees who did not enter timecards and have the "Timecard
Required" field in the assignment screen in the statutory tab set to No.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Using OTL Application Developer Responsibility go to Processes and reports
2. Choose the MTR and run it.
