R12 Supplier Address Book Country Default Not Evaluating Profile Option By Responsibility

Symptoms
-- Problem Statement:
Profile Options set at UK AP Super User and US AP Super User responsibility levels for 'HZ: Reference Territory separately'
Default Flexible Address Format, Default Address Style, and Default Country. Find for the first country's responsibility chosen, the Country is displayed correctly. If you navigate directly to the other country's responsibility, then the system apparently holds the first value.
If you log entirely out of the system and log back in andgo to the second country's responsibility, then again Address Book Country is not displayed correctly and displays first countries Address type.

System Administrator > Profiles > System
Site Level
HZ: Default Flexible Address Format = Default Address Style
Default Address Style = Default Address Style
Default County = blank
Responsibility Level
HZ: Default Flexible Address Format
Default Address Style
For Responsibility UK AP Super User choose UK/Africa/Australasia Address Style
For Responsibility US AP Super User choose United States Address Style
Default County
For Responsibility UK AP Super User choose United Kingdom
For Responsibility US AP Super User choose United States
Navigate UK AP Super User > Suppliers > Inquiry Query on Supplier
Select Address Book on left then click Create
Verify Country = United Kingdom
Immediately switch responsibilities to US AP Super User
Navigate US AP Super User > Suppliers > Inquiry Query on Supplier
Select Address Book on left then click Create
Verify Country is still United Kingdom
Log Out Completely and Sign On again
Navigate US AP Super User > Suppliers > Inquiry Query on Supplier
Select Address Book on left then click Create
Verify Country = United Kingdom
Changes
R12 instance : From R12 to R12.0.5
