Weight/ Volume Value Shows Wrong Value When Moving Between Different Tab on Order Release (Doc ID 603687.1)

-- Problem Statement:
On 5.5, Find that the Order Release user interface is showing the base weight while the UOM was
shown in the user preference when changing tabs in the Order Release screen
For example, an Order Release that was created with 10 LB as weight will show up as 10 KG when an
user with an User Preference of KG for Weight edits the order release and changes tabs in the
order release screen

Expect that the weight is shown with the correct value corresponding to the UOM

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create an Order Release with 10 LB as the weight.
2. Change the user preference to KG for Weight and then edit the order release
3. See that the weight is shown correctly the first time. Then tab into ship unit and then come
back again to the header tab. Now it shows 10 KG instead of 4.54 KG.

The issue has the following business impact:
Due to this issue, users cannot determine the correct weight of the order release
