When attempting to create an assignment the following error occurs:

ERROR
You cannot assign this resource to this assignment because cross charging has not been set up
between their respective operating units.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to Project Super user responsibility -> Project Delivery -> Search Projects.
2. From the project home , select add requirements from the drop down list.
3. Try to assign the resource
