No Payroll Names in Drop Down List for Missing Timecard Report

Symptoms

When logging using the Global Application Developer Responsibility then navigate to "Schedule Requests" and in the Program Name field choose "Missing Timecard Report" then enter any date in the Date From and Date To and In the Define Missing field choose any value in the Payroll Name field open the LOV and enter % and click on Go button, the message "No Items found" shows.

EXPECTED BEHAVIOR
Expect to get List of values with available Payroll definitions to add as parameter to Missing Timecard report.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Using System Administrator responsibility navigate to Application > Menu
2. Query the Global Application Developer Responsibility
3. Add function "Schedule Requests" and save.
4. Login using Global Application Developer Responsibility navigate to Schedule Requests
5. In the Program Name field choose "Missing Timecard Report"
6. Enter any date in the Date From and Date To
7. In the Define Missing field choose any value
8. In the Payroll Name field open the LOV and enter % and click on Go button, the message "No Items found" shows.
