Symptoms

A scheduled Mass Update is not being executed.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Oracle Install Base Agent User
2. Mass Update tab
3. Create and schedule a mass update
4. The request does not get executed
