'LAST_UPDATED_BY' Column in 'FND_USER' Table is Not Getting Reflected Correctly When Changing The Password Using 'AppsChangePassword.jsp' page (Doc ID 604933.1)

Symptoms

-- Problem Statement:
On 11.5.10.2/12.0.4 in Production:
LAST_UPDATED_BY column in FND_USER table is not getting reflected correctly when changing the password using AppsChangePassword.jsp page.

-- EXPECTED BEHAVIOR
Expected to see the USER_ID in the LAST_UPDATED_BY column in FND_USER table when user are changing their password using AppsChangePassword.jsp page.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to System Administrator => Security => User => Define => Reset the Password for one user (For example "TEST")

2. LAST_UPDATED_BY column in FND_USER table is showing the correct USER_NAME who has reset the password.

3. When the user whose password has been reset, logs in Oracle Application first time after resetting their password then they are forced to change their password using AppsChangePassword.jsp page. User changes their password successfully.

4. Now the LAST_UPDATED_BY column in FND_USER should show the USER_NAME "TEST" but it is showing "GUEST" after the 11.5.10.2 RUP6 <Patch 5903765>  application/12.0.4 RUP4 <Patch 6435000> application.

5. Before the 11.5.10.2 RUP6 <Patch 5903765> application it was showing "ANONYMOUS".

The issue has the following business impact:
Due to this issue, users will not get the correct information for the LAST_UPDATED_BY column in FND_USER table.
