Symptoms

-- Problem Statement:
A multistop shipment is expected when planning a set of orders. Instead, two shipments are being created at a higher cost than the expected multistop shipment. In the logs, when a multistop is attempted for two of the orders, the following error is encountered:

Exception Unable to determine LAT/LON for location:DOMAIN.LOCATION_ID
