Marginal Cost With Total Order Declared Value Is Not Calculated Correctly

-- Problem Statement:
OTM does calculate the Marginal Cost in a proper way (calculating the marginal cost per each
break) with all the main entities (weight, volume, etc) as basis, but does not have the same behavior using the Total Order Declared Value as basis.
-- Steps To Reproduce:
Enter a rate record with the marginal cost based on the Total Order Declared Value :
cost line 1) basis=[Order Total Declared Value between 0 and 50 Eur],
amount basis [Order Total Declared Value percentage 80]
cost line 2) basis=[Order Total Declared Value >50 Eur],
amount basis [Order Total Declared Value percentage 50]
ORDER RELEASE declared value =300 Eur
50 EUR * 80% = 40 EUR (first rate cost line)
250 EUR * 50% = 125 EUR (second rate cost line)
Total cost (first line + second line) = 165 EUR
300 EUR * 80% = 240 EUR (first rate cost line)
300 EUR * 50% = 150 EUR (second rate cost line)
Total cost (first line + second line) = 390 EUR
