Users Can Not Login To E-Business Suite. Error: ORA-01001

During peak times users are unable to login to the application. On login they receive the following error:

oracle.apps.fnd.framework.OAException: Application: FND, Message Name: SQL_PLSQL_ERROR. Tokens:

java.sql.SQLException: ORA-01001: invalid cursor

Note: If the profile FND: Diagnostics is not enabled you may not see the above message. One needs to enable this profile so that a detailed error stack is provided.

It is also possible that the error may be slightly different. They key here is the "ORA-01001: invalid cursor" error
