Sales Credits Are Not Cascading to Lines When Service Contracts Come From OM

On 22.214.171.124: When attempting to update a service contract that has come from Order Management, the following
error occurs. Sales Credits are not cascading to line levels for the service contracts come from Order Management.
OKC_REQUIRED_LINE_FIELD (COL_NAME=Quota Sales Credit at line must be assigned to 100%) (LINE_NAME=1, Service)
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Create a sales order in OM with service lines and ship it out.
2. Service contract got created with "Active" status after running service contracts order capture integration program.
3. Contract is active and Billing happened via OM to AR. No problem.
4. But when we 'Open for update" the same contract and check QA we get errors saying no sales credits are there at line level.
