Unable To Add Items To The PM Program Effectivity (Doc ID 726649.1)

Symptoms

A specific item (with WIP Supply Type = 'Assembly Pull') can't be attached to the PM Program Effectivity. The Item list of values (LOV) on the Effectivities page doesn't show this Item.
But if the item number is entered directly into the Item field and Apply/Save, system saves the record without complaint.

It is expected to be able to find the item which was setup (as per the PM Implementation guide) in the Item LOV.

The issue can be reproduced at will with the following steps:
1. (R) Preventive Maintenance.
2. (N) Engineering -->Fleet Maintenance.
3. Created a Preventive Maintenance Program.
4. Add Effectivities and search for an item using item LOV.
