Workflow Mailer Remains In Starting Status But Does Not Start (Doc ID 728015.1)

Symptoms

When trying to start Workflow Mailer from OAM > Workflow Manager > Notification Mailers > Start this remains in Starting state and does not actually start.

Reviewing the output of $FND_TOP/sql/wfver.sql script it might seen following:
