Cannot Approve Contract Conditions/Clauses, Workflow OKCARTAP Deferred (Doc ID 728019.1)

Symptoms

When attempting to approve a notification (for created condition) the workflow stops.

Administrator Workflow, Status Monitor Tab, for:

Workflow Type ‘Contract Clause Approval',

Type Internal Name OKCARTAP

shows activity Set Notification is Deferred.

Error:
Activity details show:
Error Workflow: System: Error
Function: okc_artwf_pvt.set_notification
Status: Deferred.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Resp. Contract Terms Library Administrator.
2. Navigate to the Create Clauses page.
Navigation: Library > Clauses tab > Create Clause button
3. Enter the following attributes:
• Number.
• Clause Title
• Display Name
• Intent:
• Type:
• Default Section:
• Description: Optionally
• Start date.
• Text. Enter the necessary text for the clause.
4. Select submit.
5. Notification generated, approve request.
From here, the workflow stop and stays with Pending Approval status.
6. Check Status Monitor

Business Impact:
The issue has the following business impact:
Due to this issue, users cannot create conditions to do the contracts and approve them.
