R12 Fsg Reports Hang / Time out due to High CPU usage (Doc ID 728426.1)

Symptoms

The FSG Reports are consuming high CPU.
Try to run any  FSG report or open  a FSG Report output and  the CPU is going to 100 %.  The system is hanging and it takes long time to open one report. Some reports do not open as it Times Out.

Steps to Reproduce
Run any FSG report or open the output.
