Line On Scheduling Activity Hold Is Getting Scheduled (Doc ID 728783.1)

-- Problem Statement:
On 11.5.10.2:
Find that lines on hold with a Workflow Activity = Line Scheduling can be manually scheduled.
However, if you use a Generic Hold on the line and try to manually schedule it, you get a message preventing you from scheduling:
Could not schedule. Line on hold.
Your action did not result in any scheduling requests.

EXPECTED BEHAVIOR
Expect that you would get the same message 'Could not schedule. Line on hold.' when trying to schedule a line that is on hold using a Workflow Activity = Line Scheduling

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Setup > Order > Holds
Create a hold type with:

   Name: Scheduling Item Hold
   Type: Order Administration Hold
   Workflow item: OM Order Line
   Workflow activity: Line Scheduling
3. Enter a new order
4. Enter line
5. Actions > Apply Hold > select  the activity based hold you created > see that line is now on hold
6. Tools > Scheduling > Schedule
7. Results > line is scheduled, even though is was on hold with Workflow Activity = Line
Scheduling

The issue has the following business impact:
Due to this issue, users cannot use the Workflow Activity = Line Scheduling to prevent lines from scheduling.
