Why Are There No Entries Found for List Of Values For Province In the Canada Address Style? (Doc ID 728785.1)

On 12.0.4 in Production:
When attempting to update/add a Canada Address, the following error occurs.

No entries found for List of Values

The issue can be reproduced at will with the following steps:
Responsibility: Both custom and standard.
CA HR Manager and HDS CA HR Manager/Analyst
Navigate to People -> Enter and Maintain HR Data ->people form ->Address.
Use the address style of  'Canada'.
Enter the mandatory segments Address line 1, City, Postal Code.
The segment for Province has no list of values.
