R12 Payables Accounting headers show transferred but journals not in GL (Doc ID 728807.1)

This problem can occur on any platform.


Some accounting headers show as transferred but the corresponding journal entries are not in GL.

This can be verified by running the following sql and if it returns a non-zero count, issue exists.
