Symptoms

On 11.5.10.2 in Production:


When users submit timecard through Self Service the workflow sits at the start node and does not move further. Even after running the workflow background process the process does not start. The timecards seem to be stuck. If the process is Expedited via Workflow (WF) Monitor, the process completes and the timecard then moves to the next approval stage.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

  1. Submit a new timecard or update an existing one and then run the workflow background process.
  2. View Status monitor and you will observe that the background process does not pick up the
    workflow.
  3. If the process is Expedited via Workflow (WF) Monitor, the process completes and the
    timecard then moves to the next approval stage.

Changes

The issue is first noticed when you upgrade or migrate your Database to 10.2.0.3 or higher version or migrate from a different platform. This solution is applicable to Database versions 10.2.0.3 or higher. For database version 9.2.0.3 / 9.2.0.4 please refer note 263357.1
