Bulk Import: Import Fails If Any Party_id Value in the Staging Table Is Invalid

During Bulk Import, if only one record in the staging table HZ_IMP_PARTIES_INT has an invalid value for the party_id column then the bulk import process completely fails for all records and does not proceed forward. (By Running Data Load Stage1,Stage2.....etc).
Ideally Bulk Import should report the problem record and proceed importing the other records in the batch.
If the import is for party sites (HZ_IMP_ADDRESSES_INT) and one of the records has an invalid Party OSR value then the problem record is reported and the process continues successfully for the other records.
This behaviour should be consistent for all tables for the Bulk Import process. Bulk Import should proceed further and successfully process all records which do not have any data issues.
