Oracle Application Server Not Starting Up After Installing CU4 RU2 (Doc ID 729648.1)

On, When attempting to log on to OTM after upgrading OTM to 5.5 CU4 RU2 from CU4, the
following error occurs:

Servlet glog.webserver.servlet.umt.Login is currently unavailable

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Upgrade OTM instance running on OAS from CU4 to CU4 RU2
2. Re-start the servers and then try to access OTM via the OTM URL
3. See the login page not available error message appearing

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot access OTM after upgrading to CU4 RU2
