Cheaper Rate from Mode Not Included In Carrier Commitment is Not Selected - Instead Choosing More Expensive Carrier Commitment Rate (Doc ID 729730.1)

Symptoms

-- Problem Statement:
A Carrier Commitment Allocation is setup for a group of TL Service Providers. Another LTL rate (with no Commitment Allocation) is also available for the order being planned. This LTL rate is cheaper than each of the TL rates. The following Planning Parameters are set:

PLAN SHIPMENTS WITH CARRIER COMMITMENT=true
MODE PROFILE ID FOR CARRIER COMMITMENT=TL

The order is Bulk Planned using these parameters and the result is a shipment in which is planned using the TL rate.

-- Steps To Reproduce:
1. Create two TL rates and create a Commitment Allocation for these carriers
2. Create a LTL rate that is cheaper than the above TL rates
3. Create an order that is applicable to the above TL and LTL rates
4. Set the following Parameters:

PLAN SHIPMENTS WITH CARRIER COMMITMENT=true
MODE PROFILE ID FOR CARRIER COMMITMENT=TL

5. Navigate to Order Management -> Order Release -> Order Release
6. Search for the order release
7. Actions -> Create Buy Shipment -> Bulk Plan - Buy
8. Select the desired Parameter Set

The result of the planning is the order is planned on the more expensive TL rate.
