REP-3000 , REP-0069 When Running any Reports on E-Business Suite Release 12 (Doc ID 729849.1)

Symptoms

On Oracle EBS R12 (12.0.4) in Production, when attempting to run a bitmap reports (Postscript, PDF, XML, etc...) the following error occurs:

REP-3000: Internal error starting Oracle Toolkit.
REP-3000: Internal error starting Oracle Toolkit.
REP-69: Internal   error
REP-57054: In-process job terminated:Terminated with error:
REP-3000:     Internal error starting Oracle Toolkit.

The DISPLAY is rightly set to the Motif Window Manager server .
A Motif Window Manager was also started.
The characterset of the environment is AL32UTF8 .
