Why Does Supplier Registration Process Set User Level Profile Options For Supplier Users?

iSupplier Portal supplier registration process sets USER level profile options Application Framework Agent, Apps Servlet Agent, and sometimes Applications Web Agent for supplier users. These profiles are set at the server level for external users and also at POS: External URL, so it seems there is no need to set the profile options at user level. This causes issues for a cloned instance because the user level profiles are not changed to the new values.
Are these USER level profile values required, and how can they be changed if the server configuration changes?
