When attempting to tender a shipment, the following error occurs:

ERROR
java.lang.NullPointerException
at glog.server.workflow.notify.FaxTopic.getTopicFieldValues(FaxTopic.java:63)
at glog.server.workflow.Topic.getFieldValues(Topic.java:296)

Note:
Customer is implementing RightFax to allow the OTM faxing capability for load tenders.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Tender a shipment to a carrier which has the method of Fax as their communication method.
- encounter the error

Due to this issue, users cannot Tender Shipment to carrier which has the method of Fax as their communication method.
