Symptoms
-- Problem Statement:
On 5.5, When attempting to change external status on a Location in PUBLIC domain, the following
error occurs:
ERROR
Bad Status Value: valueName=CREDIT LEVEL_APPROVED
typeName=CREDIT LEVEL, objectType=interface
glog.ejb.location.Location,domain=PUBLIC
java.lang.NullPointerexception
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a location in the PUBLIC domain and trigger the action - Change External Status
2. Choose one of the seeded external statuses and set it to a value
3. The error message appears

The issue has the following business impact:
Due to this issue, users cannot change external status on PUBLIC locations
