UNABLE TO TRANSFER ACCOUNTING ENTRIES TO GL (Doc ID 730526.1)

Symptoms

On 12.0.4 in Production:
Unable to transfer journal entries to GL from inventory. When user run the Create accounting
program from 'Cost management - SLA' responsibility, the create accounting and accounting
programs run ok. But the Journal Import program that runs automatically ends in error.
the following error occurs.

STEPS
The issue can be reproduced at will with the following steps:
1. Enter PO transactions in the org
2. The cost manager runs and data is populated in 'material distributions'
3. Ran the Create accounting request with Gl import set to Yes
4. Journal import ends in error
