Symptoms
While attempting to run the Recommend/Analyze Patches program via the Patch Wizard tool, the following error occurs:

The issue can be reproduced with the following steps:
1.Click on System Administration responsibility
2.Click on Dashboard under Oracle Applications Manager
3.Click on Site Map
4.Click on Maintenance
5.Select Patch Wizard
6.Perform Recommend/Analyze Patches task
