Customer Interface Issue: Process Creates Bank Accounts That Are Not Properly Linked To a Customer

RACUST - Customer Interface
In R12, the Customer Interface (RACUST) program imports bank accounts but does not link them to the customer. The IBY_EXT_BANK_ACCOUNT table is populated but the IBY_ACCOUNT_OWNERS table is not.
Steps to reproduce:
1. Insert data in ra_customers_interface_all
2. Insert data in ra_customer_profiles_int_all
3. Insert data in RA_CUSTOMER_BANKS_INT_ALL
4. Run Customer Interface
