Capacity Usage Limit Is Exceeded If Order Has Fixed Service Provider (Doc ID 730947.1)

Symptoms

On OTM version 5.5 CU3, you find that carrier capacity limit is exceeded (i.e. ignored) when planning shipments via a bulk plan and the orders have a Fixed Service Provider (as set on the Constraints tab of the Order Release)

-- Steps To Reproduce:
1. Set up carrier capacity limits for each day to be 1.
2. Plan two orders separately where each have a Fixed Service Provider.
3. See that one order gets built into a shipment individually with the capacity limit being ignored.
