Workflow Item of Type IBC_WF Remains Stuck at Process Translations Activity (Doc ID 731044.1)

Workflow items of type "IBC - Content Manager Workflow" are hanging on the Process Translations activity because the Process Translations code is completing but does not return a Y/N value to end the workflow process. No error or exceptions are recorded for this activity.
These processes eventually enter an error state after several days and cause numerous error notifications to system administrators.

1. Content Super User Responsibility -> Content
2. Create new content item without checking the "Translation Required" flag.
3. Review in Workflow -> Status Monitor, process stopped at Process Translations activity.
