Change Service Provider Action Does Not Bring All Valid Carriers and Rates (Doc ID 731303.1)

Symptoms

-- Problem Statement:
On 5.5:

You run Change Service Provider action on a shipment and the application persist to return only
the carriers and rates with specific equipment group, where there are many other rates valid and
cover the same lane.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1- Select an Order Release/s and plan a shipment.
2- Configure every valid rate to use a specific Equipment Group Profile on the rate attributes
screen to limit this rate to specific Equipment Groups as the customer business requirement.
3- Run Change Service Provider action.
4- You will get only the carrier and rate selection based on the Equipment Group Profile or
Profile set specified on the itinerary leg and not other valid rates.

The issue has the following business impact:
Due to this issue, users cannot get all valid rates and carriers for that lane.
